Prof. em. Dr. jur. Il-Su Kim, President of the Korean Institute of Criminology (KIC), met with Her Royal Highness Princess Bajrakitiyabha Mahidol of Thailand, Chairperson of the 21st UN Commission on Crime Prevention and Criminal Justice (UNCCPCJ) held in Vienna, Austria, where he extended an official invitation to HRH to attend the 4th Annual Conference of the Asian Criminological Society as the Honorary Guest Speaker for its Opening Session. HRH graciously accepted President Kim’s invitation and agreed to deliver a keynote address on Enhancing Lives of Female Inmates (ELFI), a project under the Royal initiative and guidance of HRH, the main objective of which is to promote and protect human rights of all female prisoners and their children within the criminal justice system. HRH Princess Bajrakitiyabha has been an active advocate for the treatment of female prisoners and has played a pivotal role in the development of the “UN Rules for the Treatment of Women Prisoners and Non-Custodial Measures for Women Offenders,” widely known as the “Bangkok Rules,” as well as the launch of the Thailand Institute of Justice (TIJ) under the Ministry of Justice of Thailand. In June 2011, HRH visited the Korean Institute of Criminology with the distinguished Thai Delegation led by HRH, including Dr. Kittipong Kittayarak, Permanent Secretary for Justice, and Mr. Chulasingh Vasantasingh, Attorney General of Thailand. The visit included an exchange session on KIC’s projects and activities, a presentation on the treatment of female prisoners in Korea and a study tour of KIC.
