Interview on “Humanitarian Criminal Policy”

[Prof. em. Dr. jur. Il-Su KIM, President of the Korean Institute of Criminology]Prof. em. Dr. jur. Il-Su KIM, the President of the Korean Institute of Criminology, was interviewed by News1, a media outlet, on 9th of January. He emphasized the 'Humanitarian Criminal Policy' as a countermeasure to hate crimes, which have been on the rise at home and abroad. He explained the meaning of humanitarian criminal policy as “policies and measures that puts human beings before sentencing.” “We simply think that severe punishment could successfully reduce social crimes including hate crimes. That's why some insist on toughening up sentences as a way to deal with them, but that might not work.” he said. “We should revisit reasons of those crimes first. We should translate the crime itself with a comprehensive view of the cause of crime, the social and psychological contexts, and put in place short term and mid, long term measures.” Prof. em. Dr. jur KIM briefly touched on the reform of the prosecution service. He was quoted as saying, “It is a controversial issue and became one of main pledges by presidential candidates. Whilst public awareness has been growing at a rapid pace, the judicial and law enforcement officials fail to keep up with it and lag behind. Jurisdiction is not limited to the prosecution service and it is closely connected with other parties. So, we should see and understand jurisdiction in the overall context such as where the prosecution is, how the prosecution speaks for the general public and so on”. President KIM also recalled his two-years of presidency as a great time to reconsider what is a ‘real’ criminal policy based on the practical issues. “I have conducted research project here at the KIC, which aims to find social alternatives against new threats and secure a ‘safe society.’ Furthermore, I am very proud that the KIC, as a member of the UNPNI, places a representative research institute of Republic of Korea on the global stage. Especially, the KIC held the successful international event called ‘the 4th Asian Criminological Society conference.’ The KIC, as a national think-tank, is always eager to widen its research areas and strengthen its research capacity.”
