President KIM Emphasizes ‘Secure of Society’ as Prerequisite for Happiness of People

Prof. em. Dr. jur. Il-Su KIM, the President of the Korean Institute of Criminology (KIC), interviewed with the Law Times, a news media outlet specialized in law, on 7th of March. Marking the 24th anniversary of the KIC, he emphasized that ‘secure of society’ is prerequisite for happiness of people. On building safety and secure society, the KIC is doing its part to make them feel secured and safe. "KIC, a government-funded national institute on crime prevention and criminal justice, has contributed in establishing Korean criminal policies serving for the protection and wellbeing of the general public. It tries to build a social safety net based on precise analysis and profound academic knowledge on current crime trends. President Park Geun-hye mentioned that building a safe society is prerequisite for bring people happiness and safety. On this issue, I believe that the KIC has devoted to building safe and secure society through research outcomes and recommendations” he added. The KIC President also said, “with changes in family role and structures, communities may provide systemic and institutional support for the disadvantaged such as children, women, and the elderly who are highly vulnerable to crimes. I think that one of the most effective ways to prevent crimes in our society is to encourage people to form a community and help each other. The concept should be applied to not just the newly-built cities but also school zones and backstreet areas. In the long term, it will help to reduce the crime rates of school bullying and sexual violence, which are the most recent controversial issues in Korea. He also emphasized importance of the advanced crime statistics system. He said that better understanding and precise analysis on the crime trends leads to putting effective and concrete countermeasures to the crimes in place. The current statistics system was developed in 1964, which legs far behind and is hard to draw a whole picture of recent crime trends. It is imperative to build a specialized crime statistic institute which has a capacity of both collecting and analyzing data from police, prosecution service and courts. The KIC expands its research areas and promotes cooperation with international bodies and institutions, including UNODC, so that KIC could collect the essential data from partner institutes home and abroad and manage the collected date for thorough analysis and research activities.
