Summary of the Meeting 1. Theme The 4th Expert Group Meeting on the Development of Virtual Forum against Cybercrime, Steering Committee 2. Host Organization Korean Institute of Criminology, UNODC 3. Purpose To introduce Interim Progress Report on the Development of ‘Virtual Forum against Cybercrime’ from the Secretariat and 3 individual ICGs; Training, Research Network and Infrastructure ICGs To discuss and revise the development plan for the pilot program, which will be launched in early 2008 4. Date and Time Feb. 21, 2008 (Thursday) ~ Feb. 22, 2008 (Friday) 5. Venue JW Marriot Hotel, Seoul, Korea 6. Participants 15 persons Results of the Meeting Since 2005, Korean Institute of Criminology (KIC) has prepared the Virtual Forum against Cybercrime in cooperation with UNODC under the purpose of effective cybercrime prevention. The Forum will provide a training program to law enforcement personnel and play a role of an international forum for information sharing. From February 21~22, 2008, the Steering Committee was held in JW Marriot Hotel, Seoul, Korea. Fifteen delegates have participated in this meeting. Four of them are representatives of KIC; Prof. Dr. Sang-ki Park (President), Dr. Joon Oh Jang, Public Prosecutor Kwang Jun Kim, Dr. Han-Kyun Kim. Eleven experts are outside experts. Among them, a member of Steering Committee and 3 ICG chairs have participated in this meeting; Ms. Gillian Murray (UNODC), Prof. Roderic Broadhurst (Griffith University, Australia), Mr. Nigel Jones (Technology Risk Limited, UK), Dr. Nic Chantler (Queensland University of Technology, Australia). Especially, Ms. Murray has taken the chair and Prof. Broadhurst has played a role of a rapporteur in the 4th Steering Committee Meeting. In addition, 2 Vietnamese senior delegates have also been invited to discuss the pilot project; General Major Nguyen Hoa Bihn (Police General Department, Vietnam), Dr. Tran Van Hoa (Police General Department, Vietnam).Five domestic experts have also joined in the meeting; Mr. Jin Hyuk (Justin) Choi (a Steering Committee member & chair of Infrastructure ICG), Public Prosecutor Chang Soo Lee (UNODC), Prof. Yunsik (Jake) Jang (Korea National Police University), Senior Inspector Hyun Yu (Mokpo Police Station), Mr. Jin Kyu (David) Lee (NHN Corp.). The 4th Expert Group Meeting was commenced with the presentation on interim progress reports. Four presentation were introduced from Secretariat and 3 individual ICGs; Training, Research Network and Infrastructure ICGs respectively. Based on these papers, members have discussed the various issues and concrete plans for the pilot program and selected the first and the second groups of candidate countries. Furthermore, it is concluded that the pilot training program will be launched to two different trainee groups in Vietnam. The first group is the experts of Police General Department in Vietnam as trainers, and the next trainees will be non-expert groups. In the second day of the meeting, KIC demonstrated the sample online lectures and the draft website of the ‘Virtual Forum.’ The Institute also explained the system of Learning Manage System (LMS). After the presentation, members and experts have reached an agreement on the overall schedule plan and a practical method for the pilot project. February 27, 2008 Korean Institute of Criminology
