안전은 국민의 삶의 질에 영향을 미치는 중요한 요소라고 볼 수 있다. 재난사고 및 범죄로부터의 안전은 국민의 기본적 권리이며, 국가는 이러한 안전을 제공해야할 의무가 있다고 볼 수 있다. 국민의 안전을 확보하기 위해서 일차적으로 중요한 것 중의 하나가 범죄 및 재난사고의 예방일 것이다. 범죄와 관련해서 형사정책적으로 처벌의 강화 및 피해자 보호지원, 가해자에 대한 교정, 범죄자 관리감독 등 다양한 방안을 통하여 안전을 확보하려는 노력을 계속하여 왔다. 재난사고와 관련해서는 1995년 삼풍백화점 붕괴사고 이후 대형사고 등 재난에 대한 관리체계 확립을 위해 재난관리법을 제정한 이래 2004년 재난 및 안전관리 기본법 제정으로 재난관리에 대한 통합적 대응을 위한 기반을 만들었다. 2014년 세월호 사건 이후에는 재난관리를 위한 총괄부서로서 국민안전처를 신설하였다. 이렇듯 범죄 및 재난사고에 대한 대응을 통해 안전을 확보하고자 하는 노력이 계속 이어져 오고 있다. 이러한 일련의 국가적 노력은 범죄나 재난사고 예방을 통한 객관적 안전을 확보하기 위한 것이라고 볼 수 있다. 이와 더불어 형사정책이 실효적이기 위해서는 실질적인 범죄예방은 물론 국민이 체감할 수 있는 범죄예방 정책으로 자리잡는 것이필요할 것이다. 객관적인 안전이 향상되더라도 국민이 안전하지 못하다고 느낀다면 이로 인해 여러 가지 제약이 있을 것이고, 정책의 효과도 한계가 있을 수 밖에 없을 것이다. 따라서 객관적인 안전을 위한 노력도 중요하지만, 주관적인 체감안전도를 향상시키려는 노력이 중요할 것이다. 우리 연구원에서는 체감안전을 향상시키기 위한 방향에서 우선적으로 체감안전을 파악할 수 있는 지수를 개발하고, 형사정책을 포함한 다양한 요인들이 체감안전에 미치는 영향을 분석함으로써 체감안전을 향상시킬 수 있는 방안을 제시하고자 하는 목적을 가지고 5개년 연구과제를 기획하였다. 1차년도 연구에서는 탐색적인 수준에서 체감안전 실태 및 관련요인 분석, 체감안전과 관련될 수 있는 온라인매체 및 소셜미디어에 대한 빅데이터 분석, 주요 국가의 재난사고 및 범죄관련 형사정책 동향을 살펴보고, 이를 토대로 체감안전을 향상시킬 수 있는 정책방안을 제시하였다. 이 연구가 국민의 체감안전을 향상시키는 것 뿐만 아니라 우리 사회의 안전을 강화하는 데에도 기여할 수 있게 되기를 기대해 본다.
